Line Shutoff

Can a town official refuse to pay you and threaten if they do that they wont give you any more jobs?
I recently completed a water line project for a town and during that time the town worker were trying to find a shutoff dor 2 days which i had my workers at idle and machines at idle during that time. I sent them a bill for the additional cost for those 2 days and they refused to pay it and then threatened me that if they paid it then they wouldnt ever give me any jobs around town anymore. Can they do either?
The 2 days idle time depends on your contract with the city. The rest sounds like a corrupt city official.
