when cutting concrete,with a concrete cutting blade is water supposed to be applied to the concrete?
Depends on the job.
Water is used to minimize the dust, act like a lubricant while cutting.
Dry cutting is harder, makes a great deal of dust, and takes longer.
Normally you will use water when cutting.
However if you are taking a sample to measure water content, you would use dry cutting.
